In 2009, we have seen another effort to achieve patent law reform launched in Congress. In the House, the bill is HR 1260 and the corresponding Senate bill is S 515. One important aspect of the proposed patent reform legislation concerns a change from "first to invent" to "first inventor to file". This video explains the difference in the two approaches, mentions some of the arguments for and against the change, and considers the implications of the change for stakeholders in the U.S.
