Fee Legislation Appears Dead for this Year


IPO now believes chances of any patent and trademark fee legislation passing Congress during the lame duck session are very remote. The Administration's draft fee bill of last summer will not pass. Although IPO and other private sector groups have been discussing the possibility of endorsing a more moderate fee bill, it is very unlikely that such a bill will be introduced in Congress this year. The Administration probably will propose a large fee increase in the new Congress, by February or March.
